It is always easier to come up with reasons as to why this anime sucked. Whether it be the main villain or the... I guess male lead character or the never ending preaching that goes into the anime. Really this anime can get to be old really fast for most people. I mean hell they probably had to force a flashback/back story episode or three to make the anime at least seem interesting.

I think my biggest annoyance with this anime was the formula it followed. There was a bit too much of that for me in this one. I am never surprised when a formula appears. However, in animes like this I expect them to only repeat it every five or so episodes. This anime loved to follow the very basic formula of, Death, investigate, conspiracy, enforcer figures it out, capture. I guess these guys are police and that is part of the job but still. There could have been a little more... I do not know variety or mystery in the arcs.

I also hate how there is not really any arch.. at all. The story just kind of goes in a straight line. Well I guess there is an arch right at the end, but for the most part the only reason you could claim there was a climax was because the anime had kept you guessing on how it would end. At the end of the day it was the male lead vs the main villain.. for some reason. The female lead was just along for the ride... for the most part. I mean she played a role and most of the time received more air time, but over all she was just there to be a semi-love interest/evolving character. At least she did not preach.

I think the main problem was the preaching that goes on in this show. About how placement tests and personality evaluations are useless. All they do is make humans stupid and lazy. In the end, good cannot exist without evil is a pretty big one too. They like to explain the roles of the enforcers a lot too. How they are the bad guys and they are there to keep the good guys from going bad. Then there is the preaching about how society does not know what danger is anymore. All sorts of messages that come out of this series. You also get to hear the preaching of every villain and their reasons for doing everything they did.

So overall, this anime is full of messages and repeats itself to no end. Plus the never-ending struggle of ultimate evil and ultimate good. We cannot forget that. All of these make this anime rather dull at times. I mean how often do we see this. Plus they had to throw in the whole government conspiracy angle. I mean at least in other animes I know what to expect. I am ok with surprises, believe it or not, but this anime fell a bit too far out of its category. It should have tried to remain the mystery anime and not so much the shounen action anime. Then again, I guess I am one of the few who are not bored to tears by mysteries with no violence.
